Phillip Harlow (portrayed by Christopher O'Shea) is Riley's boyfriend for much of Season 3. They meet at The Bar when Phillip catches Riley when she falls.

Philip is shown to be sweet, funny, and charming. He is also British which Riley really likes. Phillip has light brown hair, and it is unclear what colors his eyes are. His style is mostly classic, with sweaters and polo's. He has a teaching job as a college professor and the students seem to really like him.

Riley and Phillip start dating at the Renaissance Faire where he unknowingly battles for her heart.
In The 17th episode of season 3 he finds out about Riley's past with Ben and is upset and jealous, at the end of the episode they break up, despite Riley wanting to continue their relationship.
